HCS SCS SB 294 -- LOTTERY AND GAMING COMMISSIONS

COMMITTEE ACTION: Voted "do pass by consent" by the Committee on
Crime Prevention and Public Safety by a vote of 17 to 0.
This substitute allows the Lottery Commission and the Gaming
Commission to conduct a fingerprint background check on any
person seeking employment or employed by either agency. The
background check includes a check of the Missouri Criminal
Records Repository and the Federal Bureau of Investigation. The
Gaming Commission may also conduct criminal history checks on
persons seeking the issuance or renewal of an excursion gambling
boat license or a bingo equipment manufacturer or supplier
license.
In addition, the substitute requires members of civilian review
boards (which investigate complaints regarding police officers)
to: (1) be at least 18 years of age; (2) be registered voters
residing within the political subdivision; and (3) not have a
criminal record.
FISCAL NOTE: Not available at time of printing.
PROPONENTS: Supporters say that the substitute states
specifically that the Lottery Commission may conduct a
fingerprint check on applicants if it is warranted. This must be
spelled out in the statute in order to meet federal Department of
Justice guidelines.
Testifying for the bill were Senator Vogel; Missouri Lottery
Commission; and Missouri Gaming Commission.
OPPONENTS: There was no opposition voiced to the committee.
